 Tillamook Schemes: Resort Out, Firing Range In?
For the past several years, the Port of Tillamook Bay has been partnering with the Bunkers Group, the development company of Arizona developer Richard Carr. The proposal was to build a large resort on more than 700 acres of Port property. The resort would have included a hotel, golf course, convention center, restaurant and other amenities. Oregon Shores’ Land Use Program has been actively involved in opposing this scheme.
Massive amounts of Port money, Federal bonds and money earmarked to the Port by the Federal Emergency Management Agency (FEMA) would have been required. The whole scheme, requiring too much money from various sources on too short a timeline, has now fallen through; Bunkers Group is no longer considering a resort on Port property.
A new proposal of an entirely different sort has now arisen in Tillamook County. On April 8, the Tillamook Planning Commission considered a proposal to build a firearms training facility on 25 acres of an inactive farm off Fraser Road. The land is zoned Farm, and the proponents are submitting an application for a partial zone change to Forest, in which a shooting range may be permitted as a conditional use. Under the plan the remaining acreage, some 59 acres, would be restored to natural marsh with the help of the Tillamook Estuary Partnership. The proponents include both local law enforcement agencies and the Tillamook Shooters Association.
